The function of these records is to document the administration of an agency. Types of records attached to the correspondence include reports, memoranda, organizational charts, and statistics. Major subjects discussed include policy decisions and recommendations on the use of federal money, service provided through Medicaid such as abortions, family planning, and sterilizations.
